Stunning striations of colors! I've never heard of the Fractalius plugin--what does it do?

The fractalius plugin pretty much turns the photo into a series of lines, I saw it done on a landscape before and it turned out pretty well. I use it on mostly color coordinated photos, not nitty gritty detail photos since it doesn't turn out very well. It turned out alright on this though:
