I puzzled over the identification of this eagle, and leaned towards an immature bald eagle. It seemed to make sense since there are already nesting bald eagles there and have been there for at least a couple years that I know of.
This one seems pretty obvious because of the emerging bald head.

But there were other questionable ones. These had me puzzled, up to six birds fighting over a tasty morsel.

And looking at this site for reference photos, I am thinking that what I was seeing at the Refuge were several Baldys
