yeah, i think so... they originally signed the contract in like 2003, but there were contract issues, and charges of corruption. Phil Condit had to resign as CEO, and the CFO did jail time. Boeing redesigned the plane and resubmitted a proposal in 2008, i think, and the USAF finally accepted. this is likely one of the first flights of the prototype version... if all goes well, the Air Force should order >150 aircraft to replace their tired old KC-135s...
