An update: I was at Tualatin River National Wildlife Refuge Friday evening. When I got there there was no sign of the eagles. I did a walk around for over an hour before heading back towards the nest, walking along the canal road when I saw an adult and juvenile fly in together, they would stay perched on the nest tree for the remaining time I was there, over an hour.

I know these eagles do a lot of their hunting around the refuge. There's a refuge unit that is closed to the public across the 99W, I think this is where they were flying in from. The Tualatin River runs through the area aswell. Other than that they continue to hunt the remaining bodies of water in the marsh area. So, it's not uncommon seeing them hunt around the nesting area.
